Quality Policy of the Verifier
LLC "BUREAU ECO-STREAM" (hereinafter – the Verifier) defines ensuring sufficient reliability and high quality of validation/verification, including the verification of an operator's greenhouse gas (GHG) emissions report, as its highest and unconditional priority. The Verifier defines the value of validation/verification by the level of trust and confidence that the validated/verified statement meets established requirements.
The Verifier's Quality Management System (QMS) is based on a risk-oriented approach, accounts for the specific nature of verification services, and covers the following elements:
- Policy
- Document Management
- Records Management
- Internal Audits
- Corrective Actions
- Preventive Actions
- Management Review
Recognizing the importance of management system effectiveness, impartiality during the execution of validation/verification works, and the guarantee of objective results, the Verifier undertakes to:
- Ensure sufficient reliability and high quality of validation/verification in accordance with established requirements.
- Ensure and maintain the high reputation of the Verifier regarding competence, independence, responsibility, and impartiality during validation/verification through adherence to the following PRINCIPLES in its activities:
- Factual Reporting: Ensuring the reliability of the validation/verification statement for its users, which include the Ministry of Environmental Protection and Natural Resources of Ukraine, the National Accreditation Agency of Ukraine, applicants, conformity assessment bodies, the public, and other parties.
- Independence and Impartiality:
- Accessibility of validation/verification services and equality of rights for all clients, regardless of their size, form of ownership, or membership in any associations.
- A non-discriminatory, objective, and impartial approach during validation/verification.
- Assessment for compliance with established requirements, limited strictly to those requirements.
- Justification of decisions based solely on objective evidence obtained through the validation/verification process, unaffected by other interests or parties.
- Calculation of work costs according to the established methodology and the exclusion of any unlawful financial conditions.
- Exclusion of any commercial, financial, or other pressure that could influence the Verifier’s conclusion; guaranteeing the absence of direct or hidden dependencies or relationships related to the applicant that could affect independence and impartiality.
- Identification and analysis of conflicts of interest that may arise and create a threat to impartiality.
- Regular identification and analysis of potential risks to impartiality and ensuring their elimination or minimization.
- Enforcement of compliance with the policy and control of impartiality among all interested parties.
- Competence: Validation/verification tasks are performed by qualified personnel possessing the necessary professional skills, experience, production infrastructure, and the ability to effectively conduct work within the scope of accreditation.
- Evidence-Based Approach to Decision-Making: Thorough analysis of information obtained during validation/verification; the Verifier's decision is based on evidence collected through objective validation/verification.
- Responsibility for the Verifier’s conclusions and for evaluating the sufficiency of objective evidence upon which the conclusion is based.
- Openness: Access to information regarding the status of validation/verification for target users, clients, or the responsible party.
- Confidentiality of information obtained during the validation/verification process.
- Documentation of Registered Data:
- Retention of validation/verification results for a specified term with restricted access and adherence to confidentiality conditions.
- Protection of personal data in accordance with current legislation.
- Response to Complaints and Appeals: Registration, impartial, and objective consideration of complaints and appeals from applicants and other interested parties regarding validation/verification results.
- Risk-Based Approach: Analysis and consideration of risks associated with providing competent, consistent, and impartial validation/verification.
- Increase applicant satisfaction with validation/verification services, as well as the level of trust and recognition from applicants, government authorities, and the public.
- Create comfortable working conditions for employees and encourage a high culture of client interaction.
- Develop and continuously improve the Quality Management System, constantly refining work methods based on best practices.
- Ensure that the Verifier's Quality Policy is brought to the attention of all personnel within the organization.
The Verifier guarantees the quality of its services, from the moment an application is received to the issuance of the validation/verification statement, through constant control and improvement of processes at all stages of cooperation with the client and all interested parties.
The management of the Verifier assumes full responsibility for ensuring the implementation of this Policy.
