Verifier's Declaration of Independence and Impartiality
LLC "BUREAU ECO-STREAM" (hereinafter – the Verifier) recognizes the critical importance of impartiality in conducting validation/verification activities. The Verifier undertakes to ensure the impartiality of its validation/verification activities and to prevent any commercial, financial, or other pressures that may compromise such impartiality. The Verifier is committed to making decisions based solely on objective evidence obtained through the validation/verification process, unaffected by other interests or parties.
The Verifier identifies, analyzes, assesses, reviews, monitors, and documents risks related to conflicts of interest arising during the execution of validation/verification activities, including any conflicts arising from its relationships. In cases where a relationship poses an unacceptable risk to impartiality or results in a conflict of interest, validation/verification services shall not be provided.
The Verifier is not an applicant (installation operator) and is independent of applicants and governmental bodies. The Verifier maintains no relationships with applicants based on shared ownership, management, governance, common personnel, shared resources, financing, mutual contracts, or marketing.
The Verifier does not engage external subcontractors to perform validation/verification tasks.
The Verifier does not provide validation/verification services to applicants for whom it, or any part of it as a legal entity, has provided consultancy services regarding the statement that is the subject of validation/verification. The organization of training and participation as a lecturer are not considered consultancy, provided that the course does not pertain to the specific statement being validated/verified and is limited to providing general information; lecturers must not offer specific solutions to the client.
The Verifier does not involve organizations that provide consultancy services on the preparation of statements that are the subject of validation/verification, as this constitutes an unacceptable threat to the Verifier's impartiality. The Verifier's activities are not conducted or offered in connection with the activities of any organization providing consultancy or technical support regarding the preparation of statements subject to validation/verification.
To ensure the absence of conflicts of interest, the Verifier does not engage personnel in validation/verification activities who have been employees of the client within the last two years, who were employees of the client involved in the development of the statement subject to validation/verification, who provided consultancy or technical support for the development of the statement, or in any case of an actual or potential conflict of interest.
The Verifier requires all personnel, both internal and external, to disclose any situation known to them that may pose a threat of a conflict of interest to themselves or to the Verifier. The Verifier does not engage such personnel until they can demonstrate the absence of a conflict of interest.
To ensure impartiality, the Verifier appoints an independent reviewer who, among other duties, reviews the management of conflict of interest risks, conducts analyses, and verifies compliance with the Verifier's procedures and requirements.
The Verifier ensures the impartial and objective handling of complaints and appeals from applicants and other interested parties regarding validation/verification results.
To safeguard the impartiality of the Verifier’s activities, prevent instances of commercial pressure, coordinate activities in accordance with current legislative acts in the field of validation/verification, and ensure a unified quality management policy, an Impartiality Committee has been established. This committee verifies compliance with impartiality requirements at least once a year.
